Requirements, duties and accountability

01

Match the rules to the campus

Community-college-district contract guards fall within the school-specific requirements of Business & Professions Code § 7583.45. Do not assume every university, private training center or corporate campus falls under that same provision. Verify the institution, contractor model, current BSIS credentials, campus policies and any additional procurement requirements individually.

02

One coordinated chain of command

Define who gives instructions, who receives reports and when officers contact campus police or emergency services. Identify authorized access to classrooms, laboratories, offices, residences and restricted areas. Contract security personnel are not automatically peace officers and do not take over academic discipline or police investigations.

03

Tracking with privacy boundaries

Agree on patrol checkpoints, attendance verification, report retention and access permissions. Tracking should document the assigned security activity, not become unrestricted monitoring of students or staff. Keep student records, identity documents and sensitive incident details out of a public inquiry; use approved secure channels when information is necessary.

04

Plan the entire operating calendar

Review term dates, exams, holidays, summer sessions, residence occupancy and special events. Set coverage and supervisor contact hours explicitly, including overnight needs where requested. Custom pricing depends on the approved posts, schedule, campus size, risk and credential requirements, with changes documented before additional work.

What to include in your inquiry

  • Institution name, campus address and California city/ZIP
  • Campus type, buildings, parking and residence areas
  • Coverage hours, academic calendar and event schedule
  • Campus police or facilities escalation contact
  • Access permissions, reporting expectations and budget

A plan tailored to your site
