Requirements, duties and accountability

01

Credentials before placement

Verify the security company's current PPO license and each assigned guard's BSIS registration. Contracted guards on covered school-district or community-college-district property must meet Business & Professions Code § 7583.45, including its school-specific training and applicable fingerprint requirements. That statute includes charter schools and county offices of education within its school-district definition. Check the exact school and employment model before assignment.

02

Student-centered duties

Agree on visitor verification, staff contacts, authorized patrol areas, dismissal procedures and when to call emergency services. Officers provide observation, deterrence and reporting; they do not replace teachers, counselors, school administrators or sworn school police. Discipline decisions stay with authorized school personnel. Screening and access procedures must respect applicable rights and school policy.

03

Armed coverage is a separate review

A guard card alone does not authorize firearm carry. A BSIS firearms permit also does not automatically create an exception to school firearm restrictions. Any armed proposal needs review of Penal Code § 626.9, applicable permits, lawful site authorization and school policy before acceptance. We do not present an armed guard as automatically suitable for a school.

04

Supervision and emergency coordination

Plan check-ins, relief coverage, incident escalation, administrator updates and supervisor review in the written scope. Align officer instructions with the school's emergency procedures and accessible evacuation routes. Confirm the actual hours of supervisor availability; do not assume every contract includes round-the-clock onsite supervision.
